Do budgets reset every month?
Yes, automatically. Spending totals are scoped to the current calendar month, so a new month starts every category back at zero spent.
What happens if I don't set a budget for a category?
It just won't show a progress bar on the Budget page or dashboard until you set one; expenses in that category still log normally.
